The City of Lyons, Kansas is a dynamic, growing, and progressive community unlike any city in the region. The establishment and development of a program designed to provide free home sites and other incentives within the city limits of Lyons is available to families looking to live in a prosperous and safe community. Our program is designed to invite all new families to locate anywhere within the city limits of Lyons to construct their homes on free home sites. Additionally, as an incentive, property tax rebates will be available up to 5 years for any additional taxes resulting from the increase in the appraised value of the property due to the construction of the new home. Tax rebates are non-transferable and used only for designated Neighborhood Revitalization areas.

The City of Lyons promotes fair housing opportunities, while establishing awareness programs for residents; the City of Lyons also strategically targets the development of infrastructure necessary to allow for expansion for new residential housing, while coordinating with County, State, and other agencies to obtain funding opportunities to improve and rehabilitate existing housing. The Steps in applying for a free lot are: 1) Complete and return the application.2) Upon approval from a commitment for financing from a financial institution, the City of Lyons will work with the homebuyer to help identify specific locations to begin construction. 3) If you are offered a lot, a developer’s agreement will be sent for you to sign to hold the lot of your choice. You will have one year from the date on the developer’s agreement to complete the home.

The building requirements are as follows: 1.) The minimum roof pitch must be at least 5 to 12. 2.) The home must be built to residential design standards. 3.) The home must be on a basement or crawl space foundation. 4.) Must meet 2003 building code adopted by ordinance.

You must have the financial means to construct your home. If you do not have the financial means to construct your home, you may need to apply for a loan from a financial institution. You will be required to live in your home for at least 12 months. There are some requirements and restrictions for the type of home you construct.
